Mukesh was born in Delhi in a[3] Mathur Kayastha family. His parents were Zorawar Chand Mathur, an engineer, and Chand Rani. He was the sixth in a family of ten children. The music teacher who came home to teach Mukesh's sister, Sundar Pyari, found a pupil in Mukesh who would listen from the adjoining room. Mukesh left school after the 10th grade and worked briefly for the Department of Public Works. He experimented with voice recordings during his employment in Delhi and gradually developed his singing abilities.

Mukesh's voice was first noticed by Motilal, a distant relative, when he sang at his sister's wedding. Motilal took him to Mumbai and arranged for singing lessons by Pandit Jagannath Prasad. During this period Mukesh was offered a role as an actor-singer in a Hindi film,Nirdosh (1941). His first song was "Dil Hi Bujha Hua Ho To" as an actor-singer for Nirdosh. He got his break as a playback singer for actor Motilal in 1945 with the film Pehli Nazar with music composed by Anil Biswas and lyrics written by Aah Sitapuri. The first song that he sang for a Hindi film was "Dil Jalta Hai To Jalne De".
Mukesh was such a fan of singer K. L. Saigal that in his early years of playback singing he used to imitate his idol.[4][5] In fact, it is said that when K. L. Saigal first heard the song "Dil Jalta Hai...", he remarked, "That's strange, I don't recall singing that song".[4]
Mukesh created his own singing style with the help of music director Naushad Ali, who helped Mukesh to come out of his Saigal style and create his own style. Naushad gave him songs for the film Andaz. Initially Mukesh was the ghost voice of Dilip Kumar in this movie andMohammed Rafi sang for Raj Kapoor. He delivered many Hits for Naushad in films like: Anokhi Ada (1948), Mela (1948), Andaz (1949). Other composers who used Mukesh voice for Dilip Kumar in Hit songs like Jeevan Sapna toot gaya were Anil Biswas in Anokha Pyar, Ye Mera Diwanapan hai, Shankar-Jaikishan in Yahudi and Suhana Safar and Dil Tadap Tadap ke, Salil Choudhary in Madhumati. However, later Dilip Kumar choose Rafi as his ghost voice and Mukesh became the ghost voice of Raj Kapoor.
In 1974, Mukesh received National Film Award for Best Male Playback Singer for the song "Kai Baar Yuhi Dekha Hai" from Rajnigandha (1974), and Filmfare Awards for the songs "Sab Kuch Seekha Humne" in the movie Anari (1959), "Sabse Bada Naadan Wahi Hai" inPehchaan (1970), "Jai Bolo Beimaan Ki" in Beimaan (1972) and "Kabhi Kabhie Mere Dil Mein", the title song of film Kabhie Kabhie (1976). A total of around 1,300 songs were sung by him. This number is less than those sung by some of his contemporaries, but the fact is that Mukesh emphasised on quality rather than quantity. The comparatively less songs sung by him in the 70s can be attributed to both the Kishore wave and his failing health due to his worsening heart problem.
Mukesh sang many memorable songs for Kalyanji Anandji music director duo. Mukesh sang more songs with the K-A duo than any other composer. From "Naina hai jadoo bhare..."Bedard Zamana Kya Jane (1958) composed by Kalyanji alone as Kalyanji Virji Shah, and "Main hoon mast madari..." Madari (1959) as the first Kalyanji-Anandji-Mukesh combo, to "Chahe aaj mujhe napasand karo..." Darinda/ 1977, the K-A, Mukesh combination gave numerous popular songs like "Chhalia mera naam...", "Mere toote hue dil se...", "Dum dum diga diga" Chalia(1959), "Mujhko iss raat ki tanhai mein..." Dil Bhi Tera Hum Bhi Tere (1960), "Hum chhod chale hain mehfil ko..." (Ji Chahta Hai), "Humne tumko pyar kiya hai jitna..." (Dulha Dulhan), "Chal mere dil lehraake chal..." Ishara and "Dheere se chalo..." Johar Mehmood in Goa,"Main to ek khwab hoon..." and "Chand si mehbooba ho..." Himalay Ki Godmein(1965),"Waqt kartaa jo wafaa..." Dil Ne Pukara,"Deewanon se yeh mat poocho..."Upkar, "Khush raho har khushi hai..." Suhaag Raat and "Humsafar ab yeh safar kat jaayega..." Juari, "Chandi ki deewaar..." and "Le chal le chal mere jeevan saathi..." Vishwas(1969), "Koi jab tumhara hriday tod de..." Purab Aur Paschim, "Darpan ko dekha..." Upaasna, "Jo tumko ho pasand..." Safar and "Mujhe nahin poochni tumse beeti baatein..." Anjaan Raahein (1970).

NEW DELHI:  BJP today hit out at Delhi Chief Minister Arvind Kejriwal for questioning the credibility of the President's office over refusal of assent to a bill on appointment of parliamentary secretaries, and accused him of being "obsessed" about attacking Prime Minister Narendra Modi for no rhyme or reason.

BJP spokesperson Sambit Patra said Mr Kejriwal was "frustrated" that his flying ambition has crash-landed and asked him not to make the President's decision a "political issue".

"Office of the President of India and the Election Commission are independent institutions with great credibility. You ( Arvind Kejriwal) have certain political ambitions, rightly so under a democratic system, but for god's sake don't demean the credibility of the President of India because in the end you are demeaning the democracy of this country," Mr Patra said.

Mr Kejriwal, earlier today, accused PM Modi of indulging in "political vendetta" over the refusal of assent by the President to the bill that protects 21 party legislators who have been appointed parliamentary secretaries and face the prospect of disqualification, and said BJP is "scared" of Aam Aadmi Party and unable to digest its defeat in Delhi.

Asked about the Prime Minister's role in the process as the bill has been turned down by the President and not him, Mr Kejriwal said, "President does not take any decision. Probably the file doesn't even go to him. The decision is taken by the government and the Home Ministry decided this."

Mr Patra said the issue of disqualification of 21 legislators lies before the President and the Election Commission.

"This issue is not with BJP. We don't have to do anything to it," he said, adding that the complainant in the case was an independent lawyer.

He said that as per the existing law formulated in 2006, Delhi is entitled to have one parliamentary secretary and Mr Kejriwal should have ensured its amendment before appointing 21 legislators as parliamentary secretaries.

"But he was trying to amend it in retrospective and this has been caught red-handed," Mr Patra said.

He alleged that Mr Kejriwal, instead of working for development of Delhi, was only attacking the Prime Minister and was obsessed about it.

The BJP spokesperson claimed AAP legislators are the "highest paid" legislators in the country and they had even got a 400 per cent salary rise.

"When they took their oath, they came in metro, e-rickshaw and other simple modes of transport as they are going to do service. Now they say if a legislator has to visit an hospital or a school, he should get additional renumeration, a red beacon car among others. Is this service or commercialisation of service?" Mr Patra said.

Sambit Patra said BJP is not afraid of AAP and the people are watching how the Delhi government is performing.

Petitions have been filed with President Pranab Mukherjee seeking disqualification of the 21 AAP legislators on the ground that they occupied 'office of profit' violating constitutional provisions.

Acting as a quasi-judicial body, the Election Commission, to which the President referred the issue, had sought replies from the legislators.

Through the bill for amending the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, 1997, the AAP government wanted "retrospective" exemption for the parliamentary secretaries from disqualification.

In March, 2015, Mr Kejriwal had passed an order appointing the 21 party legislators as parliamentary secretaries.

NEW DELHI:  Relaxing the rules regarding air travel by its officials, the Delhi government has permitted them to travel in private airlines but with a rider.

A senior government official said according to government's decision, officers can travel in private airlines as long as the fare is less than that of the national carrier.

"On the directives of Deputy Chief Minister Manish Sisodia, the Finance Department has issued a circular permitting officers to travel in private airlines," official said.

But the fare of that airline should be less than that of Air India, he said.

Earlier this month, the Centre also allowed its officials to fly in airlines other than Air India but with certain conditions.

KOLKATA:  Violence marked the third phase of the assembly elections in Bengal today as one person was killed in a political clash and the ear of another person was sliced off in the districts. In the evening, BJP minister Babul Supriyo was heckled when he went to cast his vote along with his parents. The fate 418 candidates for 62 seats were sealed today -- the voting percentage was 79.22.

Here are the 10 latest developments in this story:
1  In Murshidabad's Domkol assembly seat, a polling agent of the CPM died during clashes. He was shot dead as alleged workers of the CPM and Trinamool Congress threw bombs at each other.

     The TMC said the fight was between CPM and Congress workers. TMC candidate Samir Hassan said his party did not have any influence in Murshidabad - the area is a traditional stronghold of the Congress.

     The ear of CPM worker Lal Chowdhury was sliced off following a quarrel between the workers of CPM and the Trinamool Congress during voting in Burdwan's Ketugram Assembly seat. Eyewitnesses said his leg was also fractured.

     In the evening, BJP lawmaker Babul Supriyo was heckled, allegedly by TMC workers, when he went to cast his vote at a booth in north Kolkata.

     Alleging that around 40% booths were captured by the TMC, Mr Supriyo said President's Rule "must be imposed in the state for 3 months".

     One lakh security personnel were pressed into service for the voting in Murshidabad, Burdwan and Nadia districts. In Kolkata, the ruling Trinamool Congress holds six of the seven seats where polling was held.

     Key candidates up for vote today included Trinamool Congress ministers Shashi Panja and Sadhan Pande, BJP national secretary Rahul Sinha, five-time Congress legislator Md Sohrab and retired police officer Nazrul Islam. Former Trinamool lawmaker Soumen Mitra, one of the architects of the Left-Congress combine contested from Kolkata's Chowringhee seat.

    Trinamool, the Left-Congress alliance and BJP have fielded candidates in all the seats in the state, where the Narada sting operation, Saradha chit fund scam and the collapse of Kolkata's Vivekananda flyover have put the ruling Trinamool Congress in a tight spot.

     A notice to West Bengal Chief Minister West Bengal Mamata Banerjee and widely-criticised remarks by Trinamool leader Rezzakh Mollah against BJP candidate Roopa Ganguly have also put the ruling party under pressure.

1   Polling in West Bengal, which is holding a seven-phase election, will be held in three more phases ending on May 5. Votes will be counted on May 19.

NEW DELHI: Under pressure from the Supreme Court, the government on Saturday announced release of Rs 12,230 crore to the states that will take care of pending wage liability for 2015-16 under MGNREGS.

With SC observing that the needy require employment guarantee wages without delay, the rural development ministry said it is committed to ensure adequate funds to meet the programme objectives.

The ministry also said it has decided to maintain a 60:40 wage-material ratio at the district level to ensure creation of good quality assets in rural areas. The decision was criticised by some activists on the ground that it will allow a 100% labour or material component in panchayats within a district, which changes the nature of MGNREGS.


Government sources maintained the flexibility was essential as restricting 
spending options could make the scheme inefficient. 
The government has rejigged MGNREGS rules, arguing that a model cannot be static and that previous studies have shown while the scheme is much needed, its rules resulted in non-productive work. Former rural development minister Jairam Ramesh had admitted that the scheme had become an exercise in ditch-digging.

Rural minister Birender Singh rebutted reports that arrears of Rs 8,000 crore had piled up for the 2015-16 financial year. The year has seen the highest MGNREGS expenditure at Rs 41,371 crore of which Rs 30, 139 crore went towards wages.



"The highest employment generation over the past three years and the best achievement on key parameters such as works undertaken, women's participation at 55% and 95% payments through electronic fund management had been recorded," the minister said.

Prime Minister Narendra Modi on Thursday said West Bengal Chief Minister Mamata Banerjee had boycotted meetings called by the Centre to discuss the issue of States’ development and had failed to bring in any transformation despite her call for “paribartan” (change).
“What kind of Chief Minister is she? Whenever the Centre called a meeting to discuss development of states, Didi boycotted it. Even if it hurt her State.
“She (Ms. Banerjee) did not attend those meetings only because Modi convened it. But whenever she visited Delhi, she met Sonia Gandhi and took her blessings,” Mr. Modi told an election rally in Bipara.
Mr. Modi, who campaigned in northern Bengal said, “She gave the call for paribartan and misled the people. She talked about Ma-Mati-Manush, but there is only maut (death) and money. The Narada sting operation has shown it”.
Mr. Modi slammed Ms. Banerjee also on the recent collapse of a Kolkata flyover saying instead of beginning immediate relief work and saving the people, she had started the blame game.
“The first thing she said was to put the blame on the Left for giving the contract of the flyover. But if the flyover was completed, would she have congratulated the Left? (In such an event) she would have taken the credit for the flyover,” he said.
Mr. Modi said when she took over the government it seemed that she would try to set things right in Bengal after the misrule of the Left. “But she only carried forward the legacy of the Left, and led the State to further ruin.”
Instead of talking about development, both the Trinamool Congress and the Left were engaged in a blame game against each other, he said. “Your future is not safe in the hands of TMC and the Left,” he told the meeting.
Referring to the multi-crore rupee Saradha chit fund scam, Mr. Modi said, “If Didi tries to save those involved in it she should be sent back.”
Appealing to the people to give the BJP a chance, he said wherever the BJP was in power there is development.

With the banks outrightly rejecting two offers made by businessman Vijay Mallya towards payment of dues totally worth Rs. 9000 crore, the Supreme Court on Thursday ordered him to file an affidavit on oath disclosing all assets as on March 31, 2016 in India and abroad, not only in his name but also in those of his wife and children.
Mr. Mallya has time till April 21 to do this.
A Bench of Justices Kurian Joseph and Rohinton Nariman asked Mr. Mallya's lawyers to get instructions from him and also indicate in the same affidavit when he would be present in the Supreme Court. The Bench agreed with the banks that Mr. Mallya's presence in court is "necessary" for any meaningful negotiations to kick-off.
The apex court also agreed with banks that Mr. Mallya should first pay in advance a "substantial amount" of his dues as an initial payment to prove his bonafide to them. The Bench then directed him to spell out in the April 21 affidavit the amount he is willing to put on the table for negotiations to start.
Appearing for the banks, senior advocate Shyam Divan and advocate Robin Ratnakar David said though the consortium of banks led by the State Bank of India had "unanimously rejected" - first an offer of Rs. 4000 crore and then again a "slightly modified" settlement offer received on Wednesday from Mr. Mallya's side - the financial institutions believed that the better way forward out of the quagmire would be a "negotiated settlement."
"These are large figures involved. We think it is reasonable to ask him to make a full, fair and final disclosure of his assets. He can throw contingencies at us for making these payments. He should make a substantial advance deposit and his presence is required so that negotiations can be done person to person. Senior bank officials will also be present in the court to have an effective solution," Mr. Divan stated the banks' position in the court.
Senior advocate C.S. Vaidyanathan objected that disclosure of assets were made successively to the banks from 2010 to 2012.
"So now why don't you update the assets?" Justice Nariman shot back.
When the Bench initially included not only Mr. Mallya and his wife and children but also his other "close relatives", Mr. Vaidyanathan objected again, saying Mr. Mallya can account only for himself.
At this point, Mr. Divan pointed out that they had also wanted disclosure of assets of his "former relatives".
"There may be an ex-wife..." Mr. Divan said.
But the court modified its order to include only Mr. Mallya's wife and children, besides him.
The court posted the hearing for April 26 while asking the banks to file their response on Mr. Mallya's affidavit by April 25.

Google is celebrating legendary musician and Bharat Ratna recipient Pandit Ravi Shankar's 96th birthday with a special Google doodle which has a standing sitar as the centrepiece.
"Shankar, evangelised the use of Indian instruments in Western music, introducing the atmospheric hum of the sitar to audiences worldwide," the search engine giant said.
At the centre of today's Doodle, by artist Kevin Laughlin, is a standing sitar, with two bridges, one for the "drone" strings and the other for the melody strings.
Laughlin's design shows the style of sitar Shankar played, which includes a second gourd-shape resonator at the top of the instrument's neck.
Shankar famously taught George Harrison of the Beatles to play the sitar, and widely influenced popular music in the 1960s and 70s and his music popularised the fundamentals of Indian music, including raga, a melodic form.
Raga, as Shankar explained, has "its own peculiar ascending and descending movement consisting of either a full seven-note octave, or a series of six or five notes in a rising or falling structure."
Born Robindro Shaunkor Chowdhry in 1920 to a Bengali family in Varanasi, the musician and composer spent his younger days touring the country with his elder brother Uday Shankar's dance troupe.
He gave up dancing to study sitar playing under court musician Allauddin Khan. He went on to become the music director of All India Radio and the musician also worked as a composer.
He performed frequently with the violinist Yehudi Menuhin, and composed a concerto with sitar for the London Symphony Orchestra. 
The legendary musician who passed away in 2012 at the age of 92 has been conferred with a Bharat Ratna, the Padma Bhushan and Padma Vibhushan.
The doodle on Shankar has been viewed mostly in the US, Sweden, Kazhakasthan, Lithuania, India, Indonesia and Japan, according to the search giant, which makes fun, surprising, and sometimes spontaneous changes to the Google logo to celebrate holidays, anniversaries, and the lives of famous artists, pioneers, and scientists.
