South Africa’s top court ordered President Jacob Zuma on Thursday to pay back some of the $16 million of state money spent for upgrading his private home, in a stinging rebuke that hits the scandal-plagued leader financially and politically.
The unanimous ruling by the 11-judge constitutional court, a central pillar of the democracy established at the end of apartheid, also said Mr. Zuma had failed to “uphold, defend and respect” the Constitution by ignoring Public Protector Thuli Madonsela’s findings on his sprawling residence at Nkandla in rural KwaZulu-
In 2014, Ms. Madonsela, a constitutionally mandated anti-corruption watchdog, identified a swimming pool, cattle enclosure, chicken run, amphitheatre and visitor centre as non-security items that Mr. Zuma must pay for.
Chief Justice Mogoeng Mogoeng gave the Treasury 60 days in which to determine their “reasonable cost”, after which Mr. Zuma would have a further 45 days to pay.
Early estimates of the costs were 10 million rand ($6,80,000), Ms. Madonsela said.
Besides hurting Mr. Zuma, the ruling is a vindication for the soft-spoken but steely lawyer described by Justice Mogoeng as “the embodiment of the Biblical David” fighting against the Goliath of state corruption. “The office of the Public Protector is one of the true crusaders and champions of anti-corruption and clean governance,” Justice Mogoeng said.
“Hers are indeed very wide powers that leave no lever of government power above scrutiny.”
In a short statement, Mr. Zuma’s office said it respected the ruling and would determine the appropriate action in due course.
Ms. Madonsela said the ruling should help restore the shaken faith of South Africans and others, including investors, in the state of democracy in the continent’s most advanced economy.
“The judgment was something that many of us as lawyers will cherish for the rest of our lives,” she said.
‘Profound lesson’

The uncompromising nature of his verdict – Justice Mogoeng said it carried a “profound lesson” for South Africa – piles more pressure on Mr. Zuma, whose second term in office is due to end in 2019.
Mr. Zuma was also ordered to pay costs.
Standing outside the court in downtown Johannesburg, opposition leader Mmusi Maimane told reporters Mr. Zuma should be removed from office and said he would table a parliamentary motion to have him impeached.
Mr. Zuma, a 73-year-old polygamous Zulu traditionalist, has been under intense fire since December when his abrupt sacking of Finance Minister Nhlanhla Nene sent the rand into a tail-spin.
The rand firmed to a near-four month high against the dollar as Justice Mogoeng delivered his ruling.
The African National Congress (ANC) said it was studying the decision in detail given the “serious nature” of its findings. Its majority in Parliament will almost certainly give President Zuma political cover against any attempt to impeach him, but the judicial rebuke may embolden anti-Zuma factions within the ruling party to mount a challenge.
“It's a major decision that is going to have a significant impact on our political environment,” said Gary van Staden, political analyst at NKC African Economics.

He kept looking at us and he kept bleeding," Bipin said. "Once or twice, we tried to pull him out, but his pain was excruciating. I saw him die in front of my eyes. The cabbie's death acted as a major motivating factor for us rescuers. For the next two hours we hacked, sawed and hammered our way into debris," he added.

BRUSSELS: India has never bowed before terrorism and will never do so, Prime Minister Narendra Modi said to an euphoric Indian community gathering in Brussels, while offering deepest condolences for the March 22 terror bombings in the Belgian capital.

Addressing a packed Indian community event at the Brussels Expo, winding up a day choc-a-bloc with official diplomatic events, PM Modi said the world needs to unite against terrorism and should stop differentiation between good terror and bad terror.

"Terrorism is a challenge for mankind, not just any one country or region. Those who believe in humanity should join together to tackle terrorism," PM Modi said to a cheering crowd.

"India has never bowed before terrorism, and there is no question of bending. But the challenge is a huge one. I have spoken to many important leaders, including religious ones, and explained them of the need to delink terror from religion. No religion teaches terrorism," he said.


He said the United Nations faces the danger of becoming irrelevant if it fails to tackle terrorism.


"In recent days in India, liberal Islamic scholars held a big meeting, linked to Sufism... They said those who speak of terror are un-Islamic. The more such voices rise, the faster the radicalisation of youth can be prevented. Can't tackle terrorism with only bombs and guns. Misfortune of the world is that the UN does not know how to tackle terrorism," he said.
He said the UN was born out of war and is unable to look beyond it. "Don't know when the UN will tackle terrorism, or how. But seeing the conditions that prevail, it faces the danger of becoming irrelevant. It needs to go along with the times," he said.



PM Modi said that during his numerous meetings the entire day, with the Belgian leadership and with the EU, the centre point of talks was terrorism.

BRUSSELS: In the backdrop of terror attacks here last week, Prime Minister Narendra Modi highlighted the dangers posed by terrorism to the world and said the UN should address such major challenges failing which the global body could be rendered irrelevant.

Addressing Indian diaspora here, he said it was unfortunate that the UN was still unable to define terrorism and act on a resolution which prescribes action against the countries which support or give shelter to terrorism.

Underlining that terrorism needs to be delinked from religion, Modi said the menace posed challenge to humanity and those believing in humanity should collectively fight it.

He said that terrorism cannot be defeated only by guns, but an environment needs to be created in the society to ensure that the youth are not radicalised.

He said that while world was feeling the impact of terrorism only now, India has been facing this menace for over last 40 years.

"The world was jolted by 9/11. Till then the world powers did not understand what India was going through. But India never bowed to terrorism and there is no question of bowing before it," the Prime Minister said.


Referring to the UN, Modi said it has all means and mechanism to deal with war. But unfortunately the UN does not know what the definition of terrorism is and how to address it.




"The UN could not perform its duty in this regard...if the UN does not address this problem, it will not be too far before the world body loses its relevance," he said.


The leaders of the world will have to take the lead to curb terrorism failing which the world can see more destruction, Modi said.


During his one hour address, the PM also highlighted the achievements of his government with regard to ending corruption, bringing transparency in the functioning of government while citing various programmes.

Pakistan is a 'very, very vital problem': Donald Trump

WASHINGTON: A nuclear-armed Pakistan is a "very, very vital problem", Republican presidential front-runner Donald Trump has said and asserted that the country needs to "get a hold of" its situation.

"Pakistan is a very, very vital problem and really vital country for us because they have a thing called nuclear weapons. They have to get a hold of their situation," Trump told CNN during a town hall in Wisconsin, where the Republican presidential primary is scheduled for April 5.

"When I see that and when I see it put in a park because it was mostly Christians, although many others were killed other than Christians, I think it's just absolutely a horrible story," he said referring to the terrorist attack in Lahore on Easter Sunday that claimed 74 lives and injured over 300 others.

"I'm talking about radical Islamic terrorism. I will solve it far better than anybody else running," Trump said in response to a question.

A large number of people were present at the crowded Gulshan-e-Iqbal Park of Allama Iqbal Town in Lahore when a powerful blast took place on Sunday. A large number of Christian families were present in the park due to Easter Sunday.
The brutal attack by a suicide bomber - believed to be in his 20s - was claimed by the Jamaatul Ahrar, a splinter group of the Tehrik-i-Taliban Pakistan (TTP).


Earlier this month, Trump had said that the "US needs to stay in Afghanistan because its immediate neighbour Pakistan has nuclear weapons which have to be protected".
"I think you have to stay in Afghanistan for a while, because of the fact that you are right next to Pakistan, which has nuclear weapons and we have to protect that. Nuclear weapons change the game," he said.


Last year, Trump had called Pakistan the most dangerous country in the world. In an interview, he had indicated that Pakistan needs to be denuclearize.

Three of them - 'Baahubali', 'Tanu Weds Manu Returns' and 'Bajirao Mastani' - are among the top five highest grossers of 2015. In a paradigm shift, this year's National Awards could be called the most 'popular' ever.

Until now, Hindi films would hardly feature in one category out of the big four each year, with regional cinema dominating. The only exception in recent years would be the 61st Awards, when they were all Hindi films; however, they were the arthouse, small budget variety - 'Shahid' (Best Actor, Best Director), 'Liar's Dice' (Best Actress) and 'Ship Of Theseus' (Best Feature Film). In fact, Kiran Rao, while promoting 'Ship Of Theseus', had confided in us that the film's team was not being too loud about its award-winning status at major film festivals, since they thought it would dent its chances at attracting a bigger audience. Now, by picking some of the biggest blockbusters of the year, the National Awards have redefined what an 'award-winning film' means. In the art versus commercial battle, if you didn't set the box office on fire, at least you had a shot at critical success. But this year's winners have their cake and ate it too.

"Films like 'Piku' and 'Tanu-Manu' winning is a very good sign that quality content is not just for film festivals. The popularity and money these films made clearly indicate that the janta appreciates good cinema. Both TWMR and 'Piku' were stories with strong female characters and were entertaining, so I think the National Award selection has been remarkable this year" says Advaita Kala, author, head of jury at this year's National Awards for Best Writing for Cinema .


"The popularity of films like 'Bajirao' or 'Tanu-Manu' should not come in the way of acknowledging an individual's craft. Be it Juhi Chaturvedi winning for 'Piku' or Kangana for 'Tanu-Manu', the work done was brilliant", says Gautam Chintamani, author and this year's jury member for Best Writing for Cinema

"The awards depend on the constitution of the jury. There is no need for any comment on that. Another jury might choose other winners. It's clearly a reflection of their choice. It has nothing to do with popular or unpopular cinema. It has to do with the quality of films. National Awards are given to films that the jury considers films of quality", says Shyam Benegal, who has earlier headed the jury.

Hrithik Roshan’s ‘Kaabil’ to get rolling today

Sanjay Gupta's 'Kaabil,' produced by Rakesh Roshan and featuring Hrithik Roshan and Yami Gautam as a couple in love, and brothers Rohit and Ronit Roy as the baddies, rolls today. The revenge-love story will be filmed entirely in Mumbai over a four-month schedule.

"With my kids (son Shivansh and daughter Dalai) growing up, it's not just about making a film but making a difference. Kaabil is for them," the filmmaker informed Mirror, saying he had set certain benchmarks which he hoped to meet. 
The film will kick off with Hrithik and Yami. But they aren't jumping into action directly.
"As much as I look forward to working with a new cast and crew, I will miss the regulars. The excitement is palpable as we embark on a new journey," the writer-director adds, admitting that it feels like starting a new year at school with freshly covered books, new uniforms, shoes and lots of ambition. "I have mixed feelings of excitement, nervousness, joy, fear and introspection."

Meanwhile, Hrithik spent Monday ringing in son Hrehaan's 10th birthday with his entire family. From today it's all work and no play.



Producer Rakesh Roshan informed that they have already recorded two songs and are extremely excited. "It is a challenging film for Hrithik and I am confident that Sanjay will do a great job. We have worked together on the script and dialogues and I will be there for the muhurat shot. After that I will leave it in Sanjay's hands," he says.
